Professional experience

Director of the Procedural Department at GVA Gómez-Villares & Atencia law firm. He is an expert in procedural, administrative and tax law, among others, and his participation in the contentious and port sectors is worthy of mention.

He combines practising law (as member of the Malaga Bar Association) with his teaching activity at the University of Malaga, as an associate professor, as well as in the Master of Laws programme and at the Universidad Internacional de Andalucía.

He is a government attorney on leave of absence. He has been government attorney in Madrid and Chief government attorney in Malaga and Melilla, as well as consultant for their respective Port Authorities and State Corporations of Estiba and Desestiba. He has been government attorney-clerk of the court in Malaga for the Regional Economic/Administrative Tribunal of Andalusia, having also formed part of the Provincial Jury for Compulsory Expropriation. He was a member of the Government Board of the now extinct Southern Hydrographical Confederation until its transfer to the Autonomous Community of Andalusia in 2005.

He completed his education in Luxembourg (a course on European Institutions) and Warsaw (American Management Association). He was arbitrator for the Public Procurement Arbitration Tribunal [Tribunal Arbitral de la Contratación Pública (TACOP)] and the Construction Arbitration Committee [Comité de Arbitraje de la Construcción]. He is also a member of the International Port Law Association [Asociación Internacional de Derecho Portuario].

Before joining GVA Gómez-Villares & Atencia, he practised as a consultant lawyer and partner in the firm Gómez-Acebo & Pombo Abogados, S.L.P. He is academician for the Royal Academy of Jurisprudence and Legislation and a resident Academician in Malaga for the Royal Academy of Jurisprudence in Granada.

His inclusion in the Legal 500 (Dispute Resolution) is one of his achievements worthy of mention. He collaborates with the Professional Association of Local Government Secretaries, Comptrollers and Treasurers [Colegio de Secretarios, Interventores y Tesoreros de Administración Local (COSITAL)]. He is professor at the National Institute for Public Administration [Instituto Nacional de Administración Pública], the Institute of Fiscal Studies [Instituto de Estudios Fiscales] and the Andalusian Institute for Public Administration [Instituto Andaluz de Administración Pública]. He also collaborates with Federations of Employers and Chambers of Commerce and is a regular speaker for congresses, courses and seminars.

He is a delegate in Malaga for the Franco-Spanish Chamber of Commerce (La Chambre). He is also the author of several publications in the public sector (material liability, appropriation of property for public use, port law, tax review procedures and public contracts).
